If you hear a splashing sound in your toilet tank, the refill tube may be discharging water into the tank. To check this, remove the tank top, and then flush the toilet. If the refill tube is discharging improperly, reposition it so that it discharges directly into the overflow tube. Be sure that the end of the tube does not reach below the water level; it will siphon tank water away, resulting in a noisy stream of constantly running water.
Another possible cause for the splashing sound may be a faulty toilet inlet valve. Check for worn washers on the inlet valve of the ball cock assembly, and replace them if necessary. Or, the problem might be a poorly aligned float arm/ball. Try repositioning it slightly up or down. Also check the lift wire on the ball valve for alignment, to be sure the ball is seating correctly. Realign it as needed. Finally, if the float ball has deteriorated or become waterlogged, replace it.
If none of the above works, you can replace the entire valve assembly, but first try to repair the valve as follows.

Empty Tank
Close the water shut-off valve, and then flush the toilet.

Remove Float Arm and Float
Remove the wing nut or screw that holds the float arm to the ball cock; then remove the float arm and float.

Pull Out Valve Plunger
Pry the valve plunger out of the ball cock. (Fig. 1)
4.
Install New Valve Plunger
Install a replacement valve plunger, and reassemble the float arm and float mechanism with new seals.
